It looks like two totes on the back, I've never seen anything like that.  It is also very large, so a tongue plane might be the answer.  I'd buy it if it is not too much.

I use water or Windex (so far) on my diamond stones.  This is, as Timerberwolf said, to wash away the swarf.  I start with the stones wet so the swarf stays nearby.

I've had problems with the fence on my Veritas plow slipping a bit.  Maybe they opted for something that is easier to apply more pressure with?
