Hello, i am trying to remove some finish. I started with some chemical stripper but when i sand it is like the top coat stained into the wood and no matter how much I sand its still there. On parts of the wood that i didnt use stripper it is bare wood after sanding. The finish was some sort of top coat not a stain.

Use a Methylene Chloride stripper again. Follow up with acetone if needed then sand.

I did try that, it seemed to work a little bit. I think it is going to be tedious as I had to apply it with a clean brush and wipe off with a clean towel to get any to come out, otherwise it just seems to rub it in more.

Its a PITA but using a clean paper towel is a necessity otherwise you just move it around. The micro fiber cloths used for detailing cars work better but you still go through a lot.
Make sure that you have good ventilation with the Acetone! I usually treat it like gasoline and use it outdoors.

I assume you are refinishing it, so a little color left behind won't be a problem.

I am refinishing it and its a similar color just less red. But you can defiantly see where the left over stain is.
I have been sanding just a little bit further and its seems to be doing the trick thankfully! I am using a gel stain, which I have never used before so hopefully it comes out ok.

Gel stains are excellent for cover and don't blotch but can be difficult to get even. Practice on some scrap.
BTW some like the GF have a spontaneous combustion problem!!

I'm not advocating anyone to disregard safety, but I have never observed rags or paper towels saturated with GF Gel Stain to get warm/hot, and I've used many quarts of the stuff over the past 5 years or so.

Very normal. After I strip I will always apply a stain afterwards. It can be just natural stain. Seems to even out the colors.
