I bought a vintage medicine cabinet that has to be derusted. Is the goal to completely remove the rust or sand it down to make it flush so the paint won't be uneven?

I'd use a phosphoric acid solution (Ospho msds says it's a phosphoric acid treatment) to derust and coat the pieces.

For a complete restore...nothing beats sand blasting. I have taken pieces to a local sandblaster and had excellent results for very cheap.
