There isn't a lot of difference in diameter between 14 and 15 gauge. 0.083 and 0.072 , respectively. I'd probably go with 15 ga. x 1" With those rings, they won't be backing out so more length is probably not that useful. Just make sure to pre-drill slightly undersized holes to prevent splitting out the sides.
If you leave a bit of a gap between the pieces in the center, they'd have room to move but you'd want to elongate the holes in the ends of the bottom panel a bit. I bet with nice quarter sawn stuff you'd be fine with it as a single piece. Resaw a thicker piece and bookmatch the two pieces when you edge glue them.
