How can I keep the wooden pegs from falling out of our Shaker-style peg rack without fastening them permanently?

Build up the tenons with a bit of gel superglue (or a thin layer of epoxy if they're really loose). Once it's cured, lightly sand it back until each peg fits snugly.

Just be aware that if the holes aren't all exactly, precisely the same size (or if some get the holes are more worn than others), then fiddling with the pegs won't help.

It's a lot easier to build up the tenons this way, but it can be done to the mortises if you have to.

I have used a single band of masking tape, usually works.

This may not apply to your problem, but using tapered pegs and holes helps a lot.

Is the rail fastened permanently? If so why not fasten the pegs the same?

But if you need to remove them there are choices.

The wedge drives in as you set the peg.

Just start with screw on Shaker pegs, or make your own with double ended screws.
