Yes, I have, but not in the wild.
There was a guy who is a Ruger collector who set up at the Tulsa Arms Show a couple of years ago. He had a complete collection of all the hand drills and braces that Ruger made.There were a lot!
I've never used one, and I don't know that they are any better than any other hand drill, but they're neat tools.
In my opinion, the asking price for that one is hopelessly optimistic.

Never have seen one like it it I did have a Stiletto hammer made out of titanium by Ruger firearms. At the time, Ruger had the largest titanium casting facility in the USA.

Here is a Ruger brace that was licensed by Seymour Smith. This thing is bullet proof (pun intended).
