Yes.  I recently did that with an old family piece I had to restore.  Shellac both for some depth and color, the lacquer to knock down the sheen slightly and offer slightly more protection--the piece will be living in my daughter's room.

Yes, if the shellac is dewaxed. If not dewaxed, then maybe.

Shellac that hasn't had the wax removed is mainly a problem with polyurethane varnish adhering, not so much with anything else.  It is said that shellac sticks to anything and anything sticks to shellac.  I think it was Joe and Ed, The Furniture Guys who said that.
