Blue Rhino doesn't fill them to 20 lb as your local supplier (usually) does. They'd hold 25 lb filled to the top, and 80% of full is 20 lb. If in doubt about how much is in there, the empty weight is stamped on the ring, after "TW" (tare weight), and you can weigh it on a bathroom scale to see how much is actually in there.
That's my biggest beef with the exchange services; that they don't make it real obvious that they're not putting 20 lb of LP in a 20 lb capacity tank. So you pay the same or more as getting your own tank filled at a supplier, but you get less gas. You pay for the convenience, though I'm not sure it's any more convenient that going to a service.
