Water surges briefly when turned on - bennybmn - 01-28-2020

Anyone else experience this? When we first turn on the water at the kitchen sink, the pressure seems really high for maybe a whole second. Then it's normal and stays normal.
Setup is: ranch on a slab, water comes into the house underground and, after the T for the boiler etc, transitions to PEX and goes thru the attic to a wet wall between the bathrooms/behind the kitchen. 
Something I should be concerned about?

Our system does that in the morning. Reason? The pressure tank I installed since the local utility installed a backflow valve. The tank is basically an air chamber to allow the water heater to over pressure (slightly) when not used overnight.

I don't think we have a reducer valve, but I'll double check. It's not a sharp rise in pressure, minimal. I should have made a youtube video before posting!
