Have they improved the casters on those Shop Fox bases? The ones I bought years ago were horrible. The tires disintegrated rather quickly. The odd metric spacing doesn't leave much room for alternativ...

That is some type of continuously variable pulley transmission setup. It probably has a stepper motor the varies the width of the pulleys making the belt ride higher or lower in the groove.
