Put enough epoxy into the holes so that when it hardens, you have something to drill and screw into.  Or just use pop (blind) rivets.

If you have access to a  stud welder (for removing auto body dents) , can you weld a stud to the broken piece and then pull it out?

I would be very surprised if the difference in wall thickness of  a PVC pipe versus a ABS pipe would be enough to cause a blockage.  If it does then the rest of the pipe opening must be very very smal...

Why not just start the high side of the lean-to roof farther up the shed roof?  More slope and also higher at the lower edge?

Personally I would have made the threshold level with the tile and therefore reduced the height above the carpet.  But again, individual choice,.
