Your switch has its own internal circuitry and is not designed to handle an inductive load. The switch I linked to previously is made for inductive loads.

It is real easy to tell if the switch is the issue- replace it with a standard switch. Could be a bad switch or bad connection?

As has been mentioned before, it's the wrong switch. On the HD link you posted there is a Q&A section. Someone asked about controlling a fan and Leviton replied:

Good day, The 6161T is not rated for motor loads, which is why the speed on your fan has decreased. You need to purchase a timer that is rated to control motor loads. David Keller, Leviton

I think that is the same one I have for the overhead heater lamps which draw much more than an fan.  I wish it had a "stay-on" feature though.

I wasn't aware of fan rebuild kits, but our fans have a cylindrical shell and the fan hangs off a bar across it.  I'm tempted to try to adapt one of the kits into ours because it would be a major pain to replace the whole fans.

Buy a Panasonic, along with one of their switches that turn on with dewpoint.  They turn on and off on their own and the fans are quite, real quite.  It was the best upgrade I did to my bathrooms, since I remodeled them when we moved in.  I used this company http://www.bathroomfanexperts.com/ They also helped me size the systems.
