It looks like one, however from what I have read they were shorter than a normal plane. However I'm no expert.

At one time I owned a router bit for roughing in an octagonal barrel. At the time you could buy 3 or 4 different ones in 1/16" increments. The corners on then it's tended to round over or chip slightly after some use so I guess they were impractical because of that.

The man I bought my house from made muzzle loaders. He hugged out the waste with a router and used one of these to finish.
