New cartridge time. Make sure the hole in the body is clean and clear of debris before installing new cartridge.

Water Off. The chrome piece with the key in it will just pull off then you can get to the clip that will pull straight up, Try to twist the plastic part that is around the brass part (the installation/removal tool ) will do this, that will loosen up the cartridge so it can be pulled out. A brass shotgun cleaning brush works well if you have one for cleaning out the crud. They make a puller tool also. Roly

Men, I did it!!
Thank you all for the help. I picked up the cartridge at Lowes. Installation couldn't have been simpler. The old one was stubborn to come out, but it eventually came with some leverage from my pliars.

If you ever have one that is stuck so bad the rotating part pulled out but left the outside of the cartridge in place, grease up a 1/2" tap and tap a few threads inside of the cartridge shell. Run a long bolt with a nut on it through a 1/2" drive socket (acts like a cup) that allows the cartridge to pull out by tightening the nut. No drilling is necessary as the tap will thread into it.
