I think I could build the sander if I put my mind to it.  I have a suitable pneumatic cylinder for the tensioner/steering mech, pneumatic valves, drums for sander and feed belt, bearings, motors and drives.  I'm sure I would have to buy something, but it's mostly just getting started.  I probably will throw it all away or ebay it eventually.

I have built three over the years..One of which is horizontal and slo-speed. It gets used a lot.
